Del dicho al hecho: el discurso político del “cambio” durante la Asamblea Nacional 2009-2014
Synopsis
The objective of this study is to examine the political discourse of "change" proposed by the coalition led by Ricardo Martinelli and Juan Carlos Varela during the 2009 general elections. The 2009–2014 period was marked by a relatively favorable economic situation and a significant electoral victory margin. However, Panama continued to experience low levels of trust in political representation institutions. Specifically, we aim to analyze the inaugural and farewell speeches of the National Assembly presidents during 2009–2014 and their evolution in response to political changes, such as the breakup of the Alliance for Change and instances of mass protests. We find that the political discourse of "change" was characterized by a strong intention to promote public debate but a weaker commitment to encouraging citizen participation in governance.
