Evolución de prioridades legislativas: Análisis de discursos en la Asamblea Nacional de Panamá (2004-2009)
Synopsis
This article addresses the evolution of legislative priorities in Panama's National Assembly through an analysis of presidential speeches, focusing on those delivered during the 2004–2009 period. These inaugural speeches, contextualized in an era dominated by the Democratic Revolutionary Party (PRD), reveal notable patterns in the selection of presidents and the content of their addresses. The study employs a qualitative design with a hermeneutic approach, utilizing Atlas Ti software for efficient information analysis. With 420 citations reviewed and 36 codes assigned, a focused reduction to 26 codes allows for in-depth exploration. Four main categories are identified: Social Commitment, Economic Structure, Institutional Strengthening, and National Identity. Social commitment, particularly in areas such as public safety, education, and poverty, remains a consistent theme throughout the speeches.
